Dear Mr. Heishman:
Toledo Edison acknowledges receipt of your December 19, 1980 letter and enclosures, Appendiy A and report 80-30, referencing the viola' tion of Criterion XII of 10CFR Part 50, Appendix B.
This violation is listed as a " Severity Level VI Violation (Supplement I.F.)" in Appendix A.
Following an examination of the item of concern, Toledo Edison herein offers information regarding the item of violation.
Violation:
Criterion XII of 10CFR Part 50. Appendix B, states in part that " Measures shall be established to assure that instru-ments used in activities affecting quality are properly calibrated at specified periods to maintain accuracy within necessary limits."
Contrary to the above, calibration procedures were not provided to assure accuracy of the chart speed of the brush recorders used in Cycle 2 control rod drop test, ST 5013.02.3.
Response
(1) The chart speeds of the brush recorders used to perform ST 5013.02.3 for Cycle 2 control rod drop test were checked on November 14, 1980, and the results were forwarded to the inspectors.
The chart speeds were 2% slower than assumed.
All control rod drop times were still within Technical Specification limits.

Response
(2) ST 5013.02 has been modified to require that the brush recorder chart speed be checked prior to the performance of the control rod drop test.
Since the recorder utilizes a synchronous A.C. motor and gear drive train there are no manufacturer chart speed adjustments required or possible.
(3) The Station is in full compliance as of this date.
