Grand Gulf Nuclear Station Units 1 and 2 Docket Nos. 50-416/417 File 0260/15525/15526 PRD-80/58, Interim Report No. 2, Incorrectly Ordered Throttling Valves AECM-81/46 On September 12, 1980, Mississippi Power & Light Company noti-fled Mr. M. Hunt of your office of a Potentially Reportable Defi-ciency (PRD) at the Grand Gulf Nuclear Station (GGNS) construction site. The deficiency concerns incorrectly ordered throttling valves for the Residual Heat Removal (RHR) System.

Mississippi Power & Light Company is now in receipt of an eval-untion conducted by the constructor on the s'ubject of throttling valves.

It is imperative that we conduct our own in-depth review of this eval-uation before committing to further courses of action. We expect to complete our review and to submit a final report by April 22, 1981.

Description of the Defic'ency Valves for the Low Pressure Core Spray (LPCS) System and the Resi-dual Heat Removal (RHR) System were incorrectly purchased as shut-off type valves. However, these valves must operate as throttling valves in order for them to perform their normal operational safety functions.

II.

Proposed Resolution of the Deficiency Mississippi Power & Light Company is working with the constructor to resolve this deficiency and to determine reportability under 10CFR21. The following steps are being taken in this investiga-tion:

1.

Determine whether the ordered valves can operate in the throt-tling mode to perform their intended safety functions;

2.

Evaluate the effect of this condition on plant operations; 3.

Determine action to preclude recurrence; and 4.

Implement corrective action.

III. Status of the Proposed Resolution The constructor has recently conducted an evaluation of the valves ordered for the Residual Heat Removal (RHR) System. Based upon that evaluation, four of the valves have proven suitable for use following modification by the manufacturer. Mississippi Power &

Light Company deems it necessary to conduct an in-depth review of this evaluation in order to determine what corrective action is required. The affected LPCS System valve is addressed in AECM-80/253, 10/13/80.
