Dear Mr. Abel:

The Commission has issued the enclosed Amendment No.59 to Facility Operating License No. OPR-39 and Amendment 'lo. 56 to Facility Operating License No. OPR-48 for the Zion Station, Unit Nos. I and 2, respectively.

The amendments consist of changes to the Technical Specifications in response to your request transmitted by letter dated December 3,1980.

These amendments will allow reinsertion of four fuel assemblies previously irradiated in both Units 1 and 2 back into Zion Unit 1 for the last irradi-ation cycle.

By license Amendment Nos. 44 and 41, issued on March 7,1979, we approved the extended burnup of four assemblies in L16n 2 for two additional cycles.

N Those amendments extended the F.H rod bow penalty curve and the predicted EFPH clad collapse times to inclIlde higher region average fuel burnup.

Although the license amendments were specific to Zion 2, the safety analysis is directly applicable to either Zion 1 or Zion 2 as long as the Technical Specifications are adjusted for the unit which performs the last cycle of irradiation.

Accordingly, we have amended the Technical Specifications which will allow Unit 1 to irradiate the high burnup fuel for the last cycle.

In making this change between Units 1 and 2, we have determined that the amendments do not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact. Having made this determination, we have further concluded that the amendments involve an action which is insignificant from the standpoint of environmental inpact and, pursuant to 10 CFR 51.5 b]

(d)(4), that an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of these amendments.
