Dear Mr. Hukill:
By letter dated December 30, 1976 (GQL 1729) you requested a change co the Three Mile Island Nuclear Station Unit 1 (TMI-1) Technical Specifications (TSs).
This change request would revise the Lases which does not affect or alter the requirements of the TSs and adds a clarification statement to the nonradiological reporting requirements of Appendix B of the TSs.
In regard to your request on the clarification statement to the reporting requirements in Appendix B, we have elected to consider this request as part of the overall revision to Appendix B which you have requested by letter dated May 8,1978 (GQL 0823; TSCR No.106).
This request (GQL 0823; TSCR No. 106) simplifies the licensing and monitoring of the environmentally related activities at TMI-1.
Your change request involving a change to the bases concerned with the reactor coolant leakage requirement doe's not require an amendment to the TSs since it does not constitute a change in the requirements.
The bases of the TSs which apply to this request gives the rationale, method of implementation and the technical background of a particular TS requirement. However we have reviewed your request and find it acceptable. A copy of our Safety Evaluation is enclosed.
