Dear Senator Williams:
This is in response to your most recent letter of Neverter 21, 1900 trans-mitting a letur from Bruce Irvine and Jennifer W1111ans of Hooewell, New Jersy. We have no record of receiving your July 7,19&O letter. Your constituents made coments opposing the Point Pleasant Diversion oroject pur: ping station, and the operations of the Linerick nuclear ocwcr olant and stated concern about nuclear plant managenent ability and nuclear waste disposal.
Fesponsibility for water supoly and water cuality matter 9 concernino the Eclaware River and its tributaries is vested in the relaware River 9asin Comission (DREC), a regional agency created by intergovernmental cd ract, and corposed of representatives of the signatory states and the Federal government. CRBC has jurisdiction over the development of water storace facilities and allocation of water within the Basin. The Point Pleasant Diversion project is part of the CREC's co'mrehensive olan for regulating the supply and use of water in the Basin. Additional infomation about the project could be obtained from the final environmental imoact statement precared by DREC on the Point Sleasant Diversion project in 1973.
The operation of the Philadelphia Electric Company's Linerick Generating Station, Units 1 and 2, near Pottstown, Pennsylvania, has not been approved by the Nuclear Regulatory Comission. Philadelphia Electric Company (PECO) plans to submit an application for an operating license in the near future. Once the application is received and initially reviewed for completeness, the application will be subject to an intensive technical review by the many exoerts in nuclear technology and environmental science l
among the Comission itaff. This review will raquire a minimum of two years to complete. During this time the public will be given an opportunity to raise and to litigate issues concerning the safety and environmental imoact l
of the plant before an NRC Atomic Safety and Licensing Board. Upon comnletion of the Staff's review, a final environmental staterient explaining at length the environmental impact of operation of the plant, will be issued by the Comission.
In addition a safety evaluation report will be issued. This reoort explains in detail the many systems and coroceents of the plant and OFFsce. 0C A..
