Inspection Report 70-1113/80-14 We have examined your letters of October 17, 1980 and December 19, 1980, informing us of actions you have taken or planned for correcting the violation identified in our recent inspection (70-1113/80-14) of activities under NRC License No. SNM-1097.

This particular type of violation has been observed periodically during routine inspections of your facility. Additional information is needed for us to complete our evaluation of the adequacy of your proposed corrective actions to prevent recurrences of this or similiar violations.

Detailed answers to the questions set forth in the enclosure will provide us with the information necessary to complete our evaluation.

We request that you submit to this office within twenty-five days of the date of this letter, the answers to the specific questions set forth in the enclosure.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice",

Part 2, Title 10 Code of Federal Regulations, a copy of this letter and the enclosure will be placed in NRC's Public Document Room.

Details of activitics involving safeguards and security measures are exempt from disclosure in accordance with 10 CFR 2.790(d). Therefore, your response to this letter involving 2.790(d) information should be incorporated in a separate paper and referenced in your reply.

JA N 121981 ENCLOSURE ADDITIONAL EVALUATION DATA Additional information required for determining the adequacy of proposed corrective actions by General Electric Company for violation 80-14-01.

1.

Provide justification for quarterly production weight audits as opposed to more frequent audits.

2.

Indicate areas in which quarterly production weight audits will be performed and include the justification for the performance of audits in these areas only.

3.

Explain why completion of current weighing equipment up-grades, when conducted in an expeditious manner, cannot be completed prior to July 1981.

4.

Provide assurance that the reevaluation of the adecuacy of the current weight measurement eouipment and measurement control program will be completed within this current physical inventory period.

5.

Define techniques to be employed to assure that accurate measurements of SNM received and shipped during the period of implementation of weighing equipment upgrade will be accomplished, i

Describe the program to assure that accurate weight l

measurements of SNM, on hand at the time of the August 1981 physical inventory, that were obtained using weight measurement equipment that was modified or discontinued after such measurements were made, will be accomplished.
