Pursuant to the implementation lette* requirements 'or NUPEG-0619, "BWR Feedwater Nozzle and Control Rod Drive Return Line Nozzle Cracking,"
Georgia Power Company hereby suomits its forty-five M5) day rescansa regarding the subject NUREG implementation.
Each of the affected systems will be discussed in regarcs to existing configuration or equipment and Fanced actions in order to meet the NUREG requirements and completion dates.
As noted in the NUREG, cladding in the Unit 1 Feedwater nozzles has oeen removed and NRC-approved double-piston, triple-sleeve spargers installed. The Unit 2 nozzles are unciad originally and welded spargers are presently installed. These particular modifications and/or existing equipment currently meet NUREG requirea.ents.
Plans shall be made to reroute Reactor Water Clean-Up (RWCU) on both units to all Feedwater nozzles by June 30. 1983.
It is expected that the modifications will be performed on the units during refueling outages tentatively scheduled for 1982.
Plant personnel are currently performing a records review to assure that the existing Feedwater low flow controllers conform to GE NEDE-21821-A. An update to this response will be issued upon completion of their review. Operating procedures will be reviewed and revised, if necessary, to incorporate NUREG-0619 recommendations.
Statements in the Unit 2 FSAR SER allude to our already implementing operating procedures in accordance with GE Service Information Letter (SIL) 208 to minimize the thermal duty of the Feedwater nozzles.
The GE SIL recommendations are similar to those found in the NUREG.

GeorgiaPower A U. S. Nuclear Regulatory Commission January 22, 1981 Page 2 NUREG-0619 inservice insoection requirements supersede the existing Hatch Units 1 and 2 Long-Term ISI Exam Plans. Revisions will be made to those plans to incorporate the NUREG ISI requirements.
Revision of the ISI plans is tentatively scheduled to be completed by August 1931.
Related to inservice inspection is NRC's recommendation of installing an on-line monitoring system capable of detecting significant leakage through degraded sparger seals or cracks in a thermal' sleeve weld.
Georgia power Company will not install any such leakage detection system at this time. Consideration will be given to future installation if system exoerience at utilities which may have the system proves acceptable.
Although the suggested system will rot be installed at this time, inservice 4
inspection will continue and will be performed at the frecuency specified 4
in Table 2 of Section 4.3.2 of the NUREG.
Georgia Power Company acknowledges the Feedwater reporting requirements and will submit written reports to the NRC within the time limits specified in N'JREG-0619 Paragraph 4.4.3.1.
Georgia Power Company has taken actions prior to issuance of NUREG-0619 to prevent Control Rod Drive (CRD) Return Line nozzle cracking probl ems. On Hatch Unit 2 the return line nozzle was capped at the reacter pressure vessel during plant construction and the return line i -
piping routed to RWCU. On Unit 1, the piping was re-routed to RWCU and the nozzle capped at the vessel during the 1977 refueling outage.
Surface examinations of the Unit i nozzle and vessel wall were performed during the 1977 and 1979 refueling outages respectively, and, therefore, meet NUREG requirements. The surface examination requirements for the Unit 2 CRD nozzle and vessel wall are not applicable as the nozzle was never used for its orginally intended function.
Because of the re-routing of piping to RWCU, the installation of pressure equalizing valves may be required and we will commit to installing theni, if necessary. A pressure control station is presently installed on Unit 1 and plant site personnel are reviewing Unit 2 equipment to assure a similar device exists on Unit 2.
In addition, the plant site personnel are performing a records review to determine what testing was performed upon completion of the Unit 1 CRD modifications and during Unit 2 pre-operational testing. An update to this response will be issued upon completion of their review.
If the review indicates that installation of additional equipment or testing is required, Georgia Power Company respectfully requests that an extension to NUREG-0619 specified June 30,1982 completion deadline be 1

Page 3 granted. An extension would be required for a relatively short period of time and is requested primarily for Unit 1.
If equipment modifications or additional testing is required for that carticular unit, the extension is requested for implementation to coincide with the 1982 refueling outage.
Revisions to the existing ISI plans will ce made to incorporate NUREG ret,uirements for ultrasonic examination of the CRD/RWCU conner;. ion during each refueling outage. As previously noted, ISI plans are * -totively scheduled to be revised by August 1931.
4 Georgia Power acknowledges the CRD reporting requirements and will sutnit written re;crts to the NRC within the time limits specified in Section 8.3 of the NUREG.
