We have reviewed the two Comonwealth Edison Com;khyN#"tNrs on CoMida-e ment purge dated January 14, 1981 in which CECO proposes to modify their earlier commitment to our interim position. Pending the completion of the long term review for containment purge of Zion 1 and 2 we find the proposed purge operation acceptable with the following elements:

(1) The CECO plan is temporary and will be used when the reactor is not in the refueling or cold shutdown mode for only a few days duration, when necessayy to improve work-ing conditons to perform a safety related surv6411ance or safety related maintenance prodecure. Purging times during

these modes will be held to as low as reasonable achievable.

(2) The purge valves will be positioned between 30* and 50' from the closed position by limiting air supply pressure on the valve operator.

(3) Valve positdan for both inside and outside purge valves will be verified at the beginning of the purge and each time there is reason to believe the positions have changed. Outside purge valses position will be checked every five (5) days while is the purge mode.

(4) Air pressure to hold the valve position between 30*and 50' will be measured at the be(inning of the purge and checked daily thereafter. Any significant change in the aM pressure will constitute reason to believe the valve positions have changed.

The above conditions are as contained in the CECO January 14, 1981 letter and as modified c'uring discussions and agreement with your staff. There conditions and your modifications of the earlier CECO commitment trans-mitted by letter dated December 14, 1979 in no way modify our interim position requirements on containment purge.
