O Westinghouse Electric Corporation Docxet No. 99900033/80-02 NOTICE OF DEVIATION Based on the results of an NRC inspection conducted on November 18-20, 1980, it appeared that certain of your activities were not conducted in full compliance with NRC requirements as indicated below:
Section 17.1.5, Instructions, Procedures and Drawings of the Westinghouse Nuclear Energy Systems Divisions, Topical Report WCAP-8370, Revision 9A, states in part, "The Quality Assurance Program provides that activities affecting quality will be accomplished in accordance with documented instruc-tions, procedures or drawings and that appropriate quantitative and qualitative means of verifying quality are satisfactorily accomplished and included as appropriate."
A deviation from these requirements is as follows:
The Quality Assurance Program Manual, section 7.1.2.2.2, requires reviews of Purchase Orders, Change Notices, Drawings and Specification to assure QA require-ments are incorporated.
Field Memo, Purchase Order Review and Planning, identifies 10 CFR Part 21 as a quality requirement.
Contrary to the above, 10 CFR Part 21 was not incorporated into Purchase Orders for safety related items for valves (See Details, paragraph C.3.c).
