On 12-15-80, with U.7it 2 in the refueling mode a local leak rate test (LLRT) was performed per procedure HNP-2-3952,

" Primary Containment Por '.od ic-Type D

and Type C

Leakage Tests", on the fi'.e prote : tion isolation valve 2.T43-F159.

On 12-16-80, the LLRT coordinator reviewed the data.

The valve was found to be leaking such that the test volume could not be pressurized; therefore, it was assumed that the leakage would have caused the.60.'La overall allowable leakage limit of Tech Specs 3.6.1 23.B.1, and the

.009 La (544 accm) overall allowable bypass path leakage limit of Tech. Specs 3.6.1.2.B.2 to be exceeded.

This is a repetitive occurrence - see LER 50-366/1980--162.

There, were no effects on public health or safety due to this event.

The cause of the leakage of the fire protection isolation valve 2T43-F159 is unknown ~ at present...An investigation is 4

underway; an update report will be submitted.

The valve will be repaired prior to startup.
