This letter serves as an Interim Report as required by 10CFR50,55(e) concerning lamination identified in A36 gusset plate hanger steel material. This was first reported by W. J. Kacer of the Cleveland Electric Illuminating Company to J.
Neisler of your office on December 19, 1980, This report includes a description of the deficiency, the corrective action taken to date, and the planned date for the Final Report, Description of Deficiency Some 5" x 8" x 1/2" plates used for gussets on Class 1 electrical cable tray hangers were found to have linear indications along the edges. An investi-gation showed that these indications were laminations in the steel plate as received from the supplier. The plate was cut from ASTM A36 material. This condition was documented on L. K. Comstock Nonconformance Report EC-179, Corrective Action Taken to Date Prior to the discovery of the laminations, no QC inspections were made on the plates when they were prepped for welding, The steps to prevent recurrence listed on NR EC-179 required a visual inspection to be performed when the plate is weld prepped.
In addition, the Project Organization Nuclear Design Section issued an Engineering Change Notice (ECN 3862-33-545) that added stricter require-ments for hanger support steel. The ECN changed the material from ASTM A36 to ASIM A36-S1 or ASTM A516 grade 70-S8 in an ef fort to reduce the ptabability of receiving laminated material, h0lY

- Using the Nuclear Design Section's recommended inspection program, L. K.
