Final Report Concerning the ECW Gantry Crane Seismic Analysis January 15, 1981 Description of the Incident On May 29, 1980, pursuant to 10CFR50.55(e), Houston Lighting & Power Company notified your office of an item concerning seismic qualification of the Essential Cooling Water Intake Structure (ECWIS) gantry crane and' the Diesel Generator Fuel Oil Storage Tanks. The Safe Shutdown Earthquake (SSE) response spectra values used in designing (OBE) values by 1.5 rather than by a factor offactor 2.0.the two com Basis Earthquake The of 2.0 should have been used in order to envelop the actual required SSE response spectra.

This concern was first identified during a review of the design of the ECWIS gantry crane. A subsequent check of other mechanical specifications revealed a similar situation with the Diesel Generator Fuel Oil Storage Tanks in the Diesel Generator Building.

Corrective Action Seismic re-qualification of the ECWIS gantry crane and the Diesel Generator Fuel Oil Storage Tanks was performed incorporating the higher 2.0 factor.

! These updated calculations on the subject equipment show that the utilization of a 2.0 seismic amplification factor will not result in any design modifications to the equipment.

Recurrence Control The factor of 2.0 has been incorporated into the appropriate structural design basis documents.

Safety Analysis The re-qualification calculation of the equipment using a 2.0 factor provides the basis for the conclusion that the equipment does not present a safety hazard.
