Dear Mr. Reid:
The Sacramento Municipal Utility District (the " Licensee") is licensed to operate Rancho Seco Nuclear Generating Station, Unit 1 (the
" Station"). The Licensee is required by 10 C.F.R. paragraph 50.54(u) to sucmit to the Nuclear Regulatory Commission (the "NRC") by January 2, 1981, a Station plan for coping with emergencies that leets the standards in 10 C.F.R. paragraph 50.47(b) and Part 50, Appendix E.
The Licensee is also recuired by 10 C.F.R. paragraph 50.54(s)(1) to submit to the NRC by January 2, 1981 the radiological emergency response plans of the State and local govern-mental entities that are wholly or partially within about a ten-mile radius of the Station, as well as the plans of State governments within the fifty-mile ingestion pathway emergency planning zone. Ten (10) copies of the above olans are to be forwarded to your office, witn three (3) cocies to the Regional Director, NRC Inspection and Enforcement, Region 5 (the " Regional Director"). However, if the above o hns have been previously orovided to the NRC for inclusion in the above referenced docket, it is our understanding that only an appropriate reference need be provided to meet these requirements.

/l Station in 1975, the Station Plan at various times has been revised to reflect cnanged procedures or additional NRC guidance. The currently effective Station Plan, Revision 10 to Station Administrative Procedure 500, reflects l
NR guidance contained in TMI-2 Lessons Learned Short-Term Recommendations NUREG-0578. Copies of the currently effective Station Plan have been crovidea to the Regional Director.

Thirteen copies of the proposed revision to the Station Plan were submitted to your office on January 1,1980. In order to properly reflect developing NRC guidance, the proposed revision of the Station Plan has been amendec three times. The required number of copies of each amend-ment has been submitted to your office by transmittal letters dated February 18, May 13, and December 2,1930, respectively.
As required by 10 C.F.R., Part 50, Apoendix E.V., Licensee expects to submit to your' office and the Regional Director, the required number of copies of its detailed implementing procedures for the crocosed revision to tne Station Plan by March 1, 1981. The proposed revision to the Station Plan and its detailed implementing procedures are currently scheduled to be reviewed, amended if necessary, and approved by Licensee's Plant Review and 4
Management Safety Review Committees on a sched le consistent with this Maren 1, l
1981 date. Upon such approval, the proposed revision to the Station Plan and its implementing procedures will be implemented, effective immediately, in the form of a revision to Station Administrative Procedure 500. At that time, the required number of copies of this revision will also be provided to your office and the Regional Director.
By letter to your office dated December 15, 1980, Licensee most recently described its commitment to develop an on-site Technical Support Center ("TSC"). Licensee continues its commitment to imolement as fully as practicable the NRC guidance regarding the TSC consistent with the schedule set forth in NUREG-0737, Item III.A.l.2., subject to obtaining from your office the additional clarification of this guidance requested in Licensee's letter of December 15, 1980.
Offsite Eneroency Plans The ingestion patnway emergency planning zone as defined in 10 C.F.R.
paragraph 50.54(s)(1) is located entirely within the State of California. The State and local governmental entities within about a ten-mile radius of the Station are the State of California, the Counties of Sacramento, Amador, and and San Joaouin, and the City of Ione.
I The State of California currently maintains in effect the " State of California Nuclear Power Plant Emergency Resoonse Plan, July, 1978" (tne " State Plan"), which received NRC concurrence on August 15, 1978. Licensee sub-mitted thirteen (13) copies of the State Plan on the docket by transmittal letter dated January 1,1980. The State Plan is currently being revised by the Governor's Office of Emergency Services pursuant to Section 8610.5 of the California Government Code. Licensee anticipates that the State Plan, as re-vised, will conform to the standards in 10 C.F.R. paragraph 50.47(b) and Part 50, Appendix E.

By State law, the revised plan is not to become effective until accroved by the California State Legislature and concurred in by the NRC. (Cal. Gov. Code caragraph 8610.5.) Licensee cannot at this time assess wnen such approval and concurrence will take olace.
The County of Sacramento currently maintains in effect the
" Sacramento County Nuclear Powerolant Emergency Contingency Plan * (the
" Sacramento Plan"). Licensee has submitted thirteen (13) copies of the Sacramento Plan to your office by transmittal letter dated January 1,1980.
The County of Amador currently maintains in effect the "Amador County Nuclear Powerolant Emergency Resoonse Plan" (the "Amador Plan").
The City of Ione, which is in Amador County, has signed a Memorandum of Understanding with the County, and is covered by the County olan. Licensee has submitted thirteen (13) conies of the Amador Plan to your office by transmittal letter dated January 1, 1980.
The County of San Joaouin is currently develooing its Nuclear Powerplant Emercency Response Plan, but has not as yet adooted or imolemented the Plan. At its closest approach, San Joacuin County is located approximately 4.3 miles from the Station.
The Licensee is currently cooperating with involved State agencies and actively assisting all involved local governmental entities to develoo, revise and coordinate radiological emergency resconse clans which will csn-fom as fully as practicable to the standards of 10 C.F.R. caracraon 50.47(b) and the acceotance criteria set forth in NUREG-0654/ FEMA-REP-1 (Rev.1),
November, 1980. This will include a fully develooed plan to cover evacuation of transient and oermanent oopulations within a distance of at least 10 miles from the Station, and establishment of an emeroency classification and action level system as set forth in NUREr,-0654/ FEMA-REP-1, Accendix 1.
The Licensee is cresently engineering a siren alert system which will enable the involved local governmental entities to promptly alert the public within about a 10-mile radius of the Station, consistent with the design objectives in NUREG-0654/ FEMA-REP-1 Accendix 3.
Additional features which are under evaluation for integration into the promet oublic notifica-tion system include direct alerting communications, radio devices for place-ment in homes, schools, commercial and other cuDlic buildings.
The Licensee is also develooing and excects to imolement, beginning Aoril 1,1981, a public infomation program which fully addresses the recuire-ments contained in 10 C.F.R. Daragraoh 50.47(b)(7) and Apoendix E. IV.D.2.
The Licensee, in cooperation with State and local governmental entities, is olanning to conduct a complete joint exercise of revised State, local, and Station radiological emergency olans on a date yet to be agreed uoon. s Mr. Robert W. Reid Page 4 January 2, 1981 Federal agencies, including FEMA and NRC. At tnis time, the Licensee fully expects that the on-site and off-site plans being exercised in this exercise will have been revised and implemented to meet the criteria in NUREG-0654.
If the exercise discloses any deficiencies in the on-site or off-site plans, the Licensee, in cocoeration with involved State and local governmental entities, is comitted to remedying any such deficiencies as soon as possible.
Licensee, in cooceration with the State of California, Division of Forestry, has establisned an interim Emergency Operations Facility (" EOF")
in Ione, California, approximately ten miles from the Station. Licensee, in cooperation with Sacramento County plans to establish a pemanent EOF in Galt, California, accroximately eleven and one-half miles from the Station.
Licensee is committed to imolementing NRC guidance for the design, equipment, and operation for the EOF as set forth in NUREG-0737, Item III.A.l.2.,
subject to obtaining the clarification of this guidance requested in Licensee's letter to your office cated December 15, 1980.
Pursuant to NUREG-0737, Item III.A.2., the Licensee expects to submit by March 1,1931, its revisec implementing procedures for methods, systems and equipment to assess and monitor actual or potential off-site consequences of a radiological emergency condition. The Licensee's currently effective implementing procedures in this regard have been submitted to the Regional Director anc are found in Station Acministrative Procedures 500 (Revision 10), Section 600-E.
The Licensee recognizes that the Station Plan, and the various plans of the involved State and local governmental entities are the subject of on-going review and exercise by the Federal Emergency Management Agency '" FEMA")
and the NRC. The Licensee, in cooperation with involved State and local governmental entities, is comitted to revising the aoove plans to reflect j
changes mandated by the FEMA /NRC review, or deemed approcriate as a result of the exercise of these plans.
