ORDER Commonwealth Edison Company (CECO) operates the Dresden Nuclear Power Station c
UnitNo.lj On December 19, 1974, CECO proposed to chemically decontaminate the facility's primary cooling system. The NRC subsequently published a Environ-mental Impact Statement (EIS) related to the proposal.
Ceco has applied for amendments to two Technical Specifications in order to carry out its proposed decontamination. On July 8,1980, several persons and groups */ (" petitioners")
petitioned the Commission to hold-hearings on CECO's application for the amend-ments and on the EIS related to the proposed decontamination.
Petitioners also contend that a hearing is required for a proper detemination that the proposed amendments present "no significant hazard consideration."
Upon reviewing the record pertaining to the proposed decontamination of this facility, the Commission finds that more information is required before In particular, ' }i6' Commission wishes to the pending petition can be addressed.

(b) what, if any, license modifications are required for a resump-tion of operation? and (c) if license modifications are required for both decontamination' and return to operation, how should the hearing be structured?
Staff's brief shall be filed no later than 20 days from the date of this decision. Applicant and petitioners may submit briefs no later than 40 days from the date of the decision.

CHAIRMAN AHEARNE'S DISSENTING VIEWS I nonconcur in this order because it is unnecessary.
I see no reasons for the Commission to involve itself at this stage in the process of defining precise Technical Specifications.
I would have simply issued a notice offering an.
opportunity for hearing on the proposed decontamination.
If others thought it was necessary, I would have agreed to make an explicit statement that the Licens-ing Board could consider whether Technical Specifications other than those requested by CECO should be required--although I believe that is implicit in the nonnal hearing notice. If It is unfortunate that the Commission has chosen this route--it inevitably will delay the process for a number of months.
