Dear Sir:

In reply to Reference (b), the following information is hereby submitted:

Item of Noncompliance 10 CFR 50, Appendix B, Criterion XII states in part:

"... instruments... affect-ing quality are properly controlled, calibrated, and adjusted..." Criterion VI states in part:

" Measures shall be established to control the issuance of docu-ments, such as,... drawings...

These measures shall assure that documents...are reviewed for adequacy and approved for release..."

Contrary to the above, the safety-related instruments had not been calibrated, and the documents were not reviewed nor approved prior to initial use in that:

The conversion charts and graphs used by control room operators for the Diesel Generator Fuel Oil Tank Level Indications were not reviewed nor approved.

This item of noncompliance is an infraction.

Response

1.

Since the Maine Yankee Fire Protection Systems are designated Non-Nuclear Safety, it is difficult to ascertain which portions of 10 CFR 50, Appendix B or ANSI N18.7 (1976) would apply. Quality assurance for these systems is accomplished through the application of Yankee, Nuclear Services Division, Specification for Fire Protection Systems Design (YA-GEN-9).

Recognizing the necessity to provide accurate instrumentation for monitor-ing parameters used to determine compliance with Limiting Conditions for Operations or Technical Specification surveilance requirements, Maine Yankee has established a survellance program for Non-Safety Related Instruments required to monitor Limiting Conditions for Operations.

The Cardox System level gauge, the Cardox System pressure gauge and the Diesel Fire Pump Fuel Oil Level Gauge have been added to this system.

The conversion charts for the Diesel Generator Fuel Oil Tanks and Primary Water Storage tanks are being integrated into the Plant Technical Data Book for which a program of reviews and approval is being established.
