This refers to your Inspection Report 50-317/80-13; 50-318/80-12, which transmitted several items of apparent noncompliance with NRC requirements.
Enclosure (1) to this letter is a written statement in reply to those items noted in your letter of October 15, 1980.

ENCLOSURE (1) l REPLY TO APPENDIX A 0F IE INSPECTION REPORT 50-317/80-13: 50-318/80-12 ITEM A The secondary CEA deviation Alarm Window has been revised to indicate + 4",
and the Shift Supervisor's copy of the Alarm Manual (an uncontrolled copy) has been destroyed.
All superceded pages have been removed from the controlled l
copy of the Alarm Manual located in the Control Room.
To insure that annunciation window engravings are revised to reflect setpoint changes CCI-205 "Setpoint Control Procedure" will be revised to require that for those setpoint changes which necessitate revision of annunciation engravings 1
a Facility Change Request (FCR) to revise applicable windows be initiated prior to Plant Operations and Safety Review Ccemittee (P0SRC) review of the setpoint change.
CCI-205 will be revised prior to December 1, 1980.
To insure that superceded pages are removed from operating procedures, personnel entering such changes have been reinstructed in the importance of removing old pages when inserting revised pages into the procedure.
ITEM B.
E0P-11 has been revised to reflect the correct annunciator nomenclature.
As stated in A above, CCI-205 will be revised by December 1,1980, to require that for those setpoint changes which require revision of annunciation engravings a Facility Change Request (FCR) will be initiated prior to Plant Operations and Safety Review Committee (POSRC) review of_the setpoint change.
Sufficient controls exist within the Facility Change Request (FCR) system to insure that applicable procedures are reviewed and revised.
The correct setpoint for #11B Reactor Coolant Pump seal high temperature /
pressure has been entered into the Alarm Manual. As action to prevent recurrence, the setpoint file will be revised by March 1,1981, to indicate the devices which are included in the Alarm Manual.
Upon issuance of each revision to the setpoint file, the Alarm Manual will be revised using this cross reference and revised as appropriate.
ITEM C The findings of the NRC inspector were reviewed with the Production Maintenance Department Assistant General Foremen. The importance of documenting procedure reviews was stressed at this meeting.
The specific procedural deficiencies noted in this finding will be reviewed and corrective action taken. To prevent recurrence, additional clerical personnel will be used in the document review process to insure that work packages entered in the Plant History files are complete.
Corrective actions to achieve full compliance will be completed by January 1, 1981.
