TEMPORARY EXTENSION OF PRELIMINARY DESIGN APPROVAL As you are aware, the preliminary design approval (PDA) for the CESSAR System 80 standard plant (PDA-2) is about to expire. The NRC is currently considering new guidelines regarding PDA extensions. Therefore, we are administratively granting, by this letter, a six-month extension to your PDA until these guidelines can be developed and implemented.
