Dear Mr. Abel:

We have reviewed the response by Commonwealth Edison Company (CECO) dated October 31, 1980 to our August 15, 1980 letter on the requirement for 23 feet of water over fuel assemblies stored within the reactor pressure vessel. Our letter further stated that at least 23 feet of water was required above the reactor vessel flange to assure the fuel assemblies would be covered at all times during fuel movement. The CEC 0 response indicates the level is maintained at 615' + 4" elevation.

This is equivalent to the required 23 feet above the flange which is at 591'6" elevation.

While we find CECO's response generally satisfies our concerns that the fuel will remain adequately covered during any fuel movement, we note that your Technical Specifications contain no mention of the 23 feet requirement for the spent fuel pool or the reactor cavity. We understand that there may be times when the water level is decreased below the 23 feet require-ment.

It is during these times that we feel the movement of fuel should be discontinued and the water level restored as we have pointed out in the Standard Technical Specifications we provided with our August 15, 1980 letter. The CECO letter indicates that Zion has administrative controls that require water levels be maintained at the 615' + 4" level during all

fuel moves. We believe you should have no trouble wTth the proposed Technical Specifications and that the Zion Technical Specifications should be so amended.

You are again requested to propose the changes to your Technical Specifications.
