I am forwarding to you a copy of a proposed rule prepared in response to the provisions of the new Section 147 that was added to the Atomic Energy Act of 1954, as amended, by P.L.96-295. The proposed ru'.e is being published in the Federal Register for public notice and comment.
The report to the Congress required by Subsection d. of Section 147 will be submitted concurrent with issuance of the final rule.
