This concerns your Work Hold Agreement No.13 regarding the Pipe Cleanliness Program, issued November 20, 1980. As requested by our December 22, 1980, letter to you, we understand that you have informed our Resident Reactor Inspector of your plans to resume work presently halted by Work Hold Agree-ment No.13.
The Corrective Action Program to enhance the Pipe Cleanliness Program has been reviewed by our Resident Reactor Inspector to assure that the corrective action commitments, outlined in your letters of November 25 and December 16, 1980, have been incorporated.
The specific areas reviewed included the following:
Modification and issuance of procedures and instructions.
Training activities of craft personnel and foremen, engineering personnel and QC inspectors.
Provisions for additional monitoring and surveillance as well as other instructions to further assure cleanliness control.
Based on our evaluation of your corrective action commitments and our verifi-cation of their incorporation into your Pipe Cleanliness Program, we have no objection to your lifting Work Hold Agreement No.13 at this time.
