Dear Mr. Withers:

This acknowledges receipt of your letter of October 23, 1980, by which you transmitted information concerning a modification to the existing protected area boundary at the Trojan Nuclear Plant both during and after construction of the Technical Support Center.

We have reviewed the proposed changes and agree that the cogensatory measures and subsequent final measures do not constitute changes which would result in a decrease in the safeguards effectiveness of your approved security plan. Therefore, these changes do not require prior Coamission approval, as provided by 10 CFR 50.54(p).

Since your letter of October 23, 1980 contair information of a type specified in 10 CFR 2.790(d), it is being withneld from public dis-closure.
