P. O. Box 551 Little Rock, Arkansas 72203 Gentlemen:

As you are aware, the NRC published the Final Rule for emergency planning for both onsite and offsite preparedness in the Federal Reaister notice dated August 19, 1980 (45 FR 55402). This rule became effective on November 3, 1980, with implementation required by April 1,1981, (except as provided in Section IV, p. 3 of Appendix E). One requirement which should be accomplished is an exercise that tests the integrated capability and a major portion of the basic elements existing within emergency preparedness plans and organizations (licensee, State, and local government).

Each licensee should conduct an emergency exercise within one year from April 1, 1981, or prior to issuance of an Operating License.

In order for the NRC to make an assessment of. this requirement, we plan to observe these major exercises for the new emergency plans. Accordingly, you are requested to provide this office with a schedule of drillr and exercises as soon as possible and to provide scenariss two weeks prior to the exercises or major drills.

Your cooperation with us is appreciated.

Sincerely, Red J
