Dear Mr. Watson:
You'r memorandum for Cabinet and agency heads regarding "An Orderly Transition of the Presidency", dated November 10, 1980, requested a biweekly report on transition activities at NRC.
Enclosed is a list of documents provided the Transition Team at NRC (Enclosure 1), a list of personnel associated with the Transition Team (only the name of Mr. Kennedy has been confirmed,by the White House) (Enclosure 2), and Comission instructions regarding information to be provided to the Team (Enclosure 3).
Mr. Kennedy has interviewed a number of key management personnel; NRC has had no difficulty in making these people available or providing other infomation the Team has requested.

TRANSMISSION OF N 'ORMATION TO THE REAGAN TRANSITION TEAM The Commission has announced its polici concerning th'e transmission of infoma-tien to the Reagan Transition Team in a menorandum da'ted November'26,1980.
In aeneral the Commission has.detemined that the transition team should be hrovided with infomation in the same manner that the Executive Branch would be'given infomation.
Fomer Commissioner Richard T. Kennedy, the head of the transition team for NRC, has been asked to place all requests for information and documents with Mr. Dircks.
Mr. Dircks will then request the apprcpriate.information from the pertinent NRC officials and be responsible for transmitting internal NRC docu-I l
ments to the transition team.
In detemining whether specific information should be given to the transition team under the Commission's policy, please use the following guidelines:
1.
Provide.informatio'n on the status of all matters pending before the NRC, including adjudicatory and rulemaking proceedings, investigations, staff projects,.etc.

If documents are requested which are to be the subject of an open Com-mission discussion session, or are the kind of documents which typically
~~ are discussed in open session, absent unusual circumstances the document should be given to the transition team and made public at the same time.
(This is a change from existing practice where such documents are not made available in advance of the Commission meeting.)

If a document will be the subject of a closed Commission meeting, is the

TRANSMISSION OF INFORMAT O TO THE REAGAN TRANSITION TEAM As a matter of policy the Commissicn has determined that absent unusual and unforeseen circumstances and except for information which the Ccmmissien has been asked by the Executive 3 ranch not to provide, the EDO should provide the President-elect's' designees with information in the same manner that you would provide-informatien to the Executive Branch.
Guiddlines for the ihterpretation of Commission policy will be provided to you by the Chairman.
Chairman Ahearne notes that the General Cc6nTel has advised that the Reorganization Plan does not peint the Chairman to directly instruct the staff on.this matter.
