Dear Mr. Fiorelli:

This is in response to your letter dated October 23, 1980, which included a Notice of Violation and Inspection Report Number 50-461/80-21.

The one item of noncompliance cited in this report states in part:

" Contrary to the above, on October 7, 1980, during an examination of Reactor Controls Inc. (RCI) instrument calibration records, the inspector noted that the Kraut-Kramer USIP-11, S/N 21197-3457, used for ultrasonic examination of control rod drive housing welds to the reactor vessel, was last calibrated on March 28, 1980."

The Kraut-Kramer USIP-ll, ultrasonic instrument S/N 21197-3457, which was found to be beyond the prescribed date for calibration, was hand-carried to an authorized Kraut-Kramer calibration shop on October 13, 1980.

The instrument was found to be in a calibrated condition upon arrival at the shop.

Cali-bration certificates and test data were reviewed to substantiate this conclusion.

Based on this condition, the ultrasonic testing performed using this intrument during recent months is considered l

to be valid.

To avoid further noncompliance, this instrument has been added to the RCI Calibration recall cycle log, which should ensure timely calibration in the future.

Additionally, training has been provided for appropriate RCI personnel on calibration requirements for ultrasonic equipment.

Full compliance was achieved on October 23, 1980.
