5 This memorandum is to inform the Board and the parties to this proceeding that effective February 1,1981, Steven Sholly, an intervenor

pro se_ in this proceeding, will be joining the Washington, D.C. staff of the Union of Concerned Scientists. The demands of this new position will limit my ability to pursue cartain of the contentions which I l have advanced in this proceeding.

Regarding these contentions, I believe that Contentions #6b, #17, #11 gnd

  1. 14 will be adequately addressed by contentiens raised by other parties.

I am concerned that the radiation monitoring and emergency planning contentions (S' holly Contentions #8 and #9) may not be completely covered by contentions l raised by other parties. Consequently, I would request that the Board give the Intervenors the opportunity to adopt these cententions, or pcrtions thereof. Failing this. I would request the Board to adopt these issues, particularly as they relate to the adequacy of radiation monitoring in the vicinity of TMI-1, and to the application of the Emergency Planning Zone concept and the provisions. of the new Emergency Planning regulations j to the local and state emergency plans for TMI-1, i

The following Sholly Contentions have already been litigated:

a. ECCS Bypass and Override (Shally #3)
b. Integrated Control System (Sholly #6a) i c. Containment Isolation (Shelly #1)
d. Computer System (Sholly #13)
c. In-Phnt Instrumentation Ranges (Shelly #5)

Regarding these contentions, I believe that I .can assist the Board in the development of the record of this proceeding by continuing my participation and filing proposed findings. I will, of course, continue to represent only myself in this proceeding, on a pro s_e, basis.
