Docket No. 50-206 Physical Security Requirenents San Onofre Nuclear Generating Station Unit 1 Pursuant to 10 CFR 50.54(p), the purpose of this letter is to advise you that a change has been made to the San Onofre Unit 1 Physical Security Plan. 'Ihe change involves the specific response capabilities of the U.S. Marshals Service, Southern District of California in San Diego.

Following discussions with representatives of the U.S. Marshals Service concerning the change and the basis therefor, m have determined that the change does not decrease the safeguards effectiveness of the Physical Security Plan. The change has also been reviewed with m ebers of your staff.

Specifically, an naministrative change has been made in the immHnte law enforement assistance provided by the U.S. Marshals Service which has an insignificant impact on the overall, workable response plan established at San Onofre Unit 1 in the event of industrial sabotage or other criminal activities. The enclosed letter dated June 18, 1980 fre Faard Safir, Assistant Director of Operations, Office of the Director, U.S. Marshals Service to David R. Pigott, Attorney for Southern California Edison Canpany, sets forth the latest response capabilities of the U.S. Marshals Service.

The overall, workable response plan establisbad at San Onofre Unit 1 is described in Chapter 1 of the Physical Security Plan. Except for the response capabilities outlined in the enclosed letter, all other aspects of the response plan rmnin unchanged.

In accordance with 10 CFR 73.55 (h) (1), the enclosed letter supersedes Exhibit 1-2 of

Chapter 1 of the Physical Security Plan as tne letter of understanding h 4 ;i which confirms the specific respcnse capabilities of the U.S. Marshals g
