Dear Mr. Denton:

In our letter, Serial No. 868, dated October 30, 1979, the US Nuclear Regulatory Commission was notified that Virginia Electric and Power Company announced on October 5,1979, that a feasibility study of North Anna Units 3 and a had been initiated. As a result of the decision to perform this study, construction activities were significantly reduced. Delay files were established on all NRC matters, with the exception of new reportable items.

Those items were reported, but no further action was initiated and they were placed in the delay file.

This letter is to inform you that the study has been completed and that Vepco announced on November 25, 1980, a decision to continue with the construction of North Anna Unit 3 and cancellation of Unit 4 Additionally, we feel it necessary to provide you with some insight as to our future plans.

During the first quarter of 1981, we anticipate selecting an Engineer to complete the design of the unit followed by a gradual build-up of engineering. Most of the engineering effort during 1981 will be an evaluation of our present design.

It is expected that design changes will result,from this effort and the NRC will be notified when major changes affecting the design basis become evident. As the adequacy of designs are established,/

detailed engineering will follow to support a construction effort, as described below.

It is expected that a small amount of construction will be performed during 1981, with a more significant effort during 1982. Preliminary major i

milestones are: 1) setting of the Polar Crane in July 1983; 2) completion of the Reactor Coolant, Main Steam and Feedwater Piping by February 1986; 3) completion of the Turbine Generator erection by January 1987; 4) Cold Hydro by Octobe-1988; and, 5) Coninercial Operation on October 1,1989.

In the first paragraph above, it was stated that delay files on all NRC matters had been established.

It is our intent to continue with these files l

during the evaluation period. After an Engineer has been selected, and as our evaluation progresses, we will be addressing each open item. New items received will be evaluated and a determination made as to their disposition.

As the engineering progresses and open items are reviewed for licensing r3quirements, it will be advantageous to discuss how we can best. comply with the criteria with the NRC staff. To this end, we have determined that licensing responsibilities for Unit 3 should be assigned to our-engineering [N l

2 staff. Therefore, our formal contact for Unit 3 will be W. C. Spencer, Vice President - Power Station Engineering and Construction Services. He has assigned Mr. H. J. Fortune, Manager - Project Engineering, to be directly responsbile for licensing. We believe it would be desirable for the NRC to assign a project person so that the licensing requirements can be factored into the design in an orderly manner.

As you know, our Construction Pennit for North Anna Unit 3 expires on December 31, 1983.

In the future, we will be requesting an extension to this permit for our new Cannercial Operation date of October 1,1989. The Unit 4 CP should remain open because site restoration of the Unit 4 area may require that it be modified.
