Attn: Docketing and Service Branch '
Dear Sirs:
' W ' C'-
The Missouri-Kansas Section of the American Nuclear Society is hereby petitioning the Nuclear Regulatory Commission to intervene in the proceedings with respect to issuance of the operating license for Union Electric's Callaway Unit 1.
The American Nuclear Society is an incorporated, not-for-profit organi:stion dedicated to the advancement of science and engineerir.g relating to the atomic nucleus, and of allied sciences and arts, and the integration of the scientific disciplines constituting nuclear science and technology. As with the Society on a national scale, a Section acts locally to further the objectives of the American Nuclear Society - to promote the advancement of nuclear science and engineering, to hold meetings, to prepare and disseminate information, and to cooperate with other organi:stions in the interests of nuclear science and engineering.
Individual members of the Missouri-Kansas Section are involved both as concerned citi: ens and as active professionals in energy matters.
As concerned citizens these members are aware of the crisis currently facing this nation with respect to energy including the almost total dependence on fossil fuels, the large fraction of total energy which is imported and the resulting need for domestic energy resources. As professionals these members understand the technical complexities of the energy situation, i.e. the time and resources necessary to put proven l
technologies such as nuclear and coal on-line, the uncertain future of l new technologies with respect to the time when they will make a significant contribution to our energy needs, the need to replace older, largely fossil fueled, electrical generating facilities, the concern for the environment coupled with the fact that no energy facilities are without risk, etc.
As a result these individuals are concerned that the operating license for Callaway Unit i be given fair hearing with respect to both its risks and its benefits.

u Secretary of the Comunission December 19, 1980 Page Two Members of the Missouri-Kansas Section possess a wide diversity of technical expertice concerning both nuclear power and other energy resources. Individuals would be available to testify on specific matters including nuclear waste management, reactor safety, risk-bent fit analysis, energy economics, and alternative energy resources. As an example resumes have been attached for Dr. William H. Miller, Vice Chaiman of the Section and Dr. Walter Meyer, a Section member which outline specific expertice of these two members.
The interests of the Missouri-Kansas American Nuclear Society are that of any citi:en who is concerned with the energy future of this country. As a country we need energy resources which are environmentally acceptable, which are cost effective, which are safe and reliable so that we may avert a deepening energy crisis. As such, we respectively submit this petition.
Sincerely, I.d b N William H. Miller Vice-Chairman WIN /kel cc: Dr. Larry Drbal Chairman MO-KAN Section Reply to: 1026 Engineering Nuclear Engineering University of Missouri-Columbia Columbia, MO 65211 i
