Dear Mr. McGaughy:

This letter is to confim the dates January 5,1981 through January 9, 1981 for a visit by the NRC staff to your control room.

The objective of this visit is to prepare a preliminary evaluation of the control room Cith regard to the following:

1.

The adequacy of information presented to the operator to reflect plant status for normal operation, anticipated operational occur-rences, and accident conditions; 2.

Tie groupings of displays and the layout of panels; 3.

Improvements in the safety monitoring and human factors enhance-ment of controls and control displays; 4.

The communication from the control room to points outside the control room, such as the on-site Technical Support Center.

(This comunication link must also be coordinated with new i

requirements for transmission of plant systems data to NRC);

5.

The use of direct rather than derived signals for the presentation of process and safety infomation to the operator; 6.

The operability of the plant from the control room with multiple failures of non-safety-grade and non-seismic systems and control room systems; s

7.

The adequacy of operating procedures and operator training with respect to limitations of instrumentation displays in the control room; 8.

The categorization of alams, with unique definition of safety alarms.

! DEC 4 1980 To assist the staff in its evaluation, your cooperation is requested in the following ways:

1.

Admittance for several people to t.he control room as needed for the duration of the visit; 2.

Two qualified contral room operttors or simulator instructors to assist the staff for the duration of the visit; 3.

Permission to use video and audio recording equipment and photo-graphic equipment in the control room; 4.

Access to copies of selected emergency procedures used in control room operations; 5.

A briefing and debriefing with the plant manager.

We expect to be at the Grand Gulf security gate at about 1:00 p.m.,

on Moriday, January 5,1981. The visiting team will consist of members of the NRC staff and its consultants.

Prior to our visit, w request that you perform a preliminary human factors assessment of your control room as noted in paragraph I.D.1 of NUPEG-0660 to identify significant human factors and instrumentations problems.

Please forward the results to us prior to our visit.

In addition, we request that you send us the following data, photographs, i

and infonnation along with your preliminary assessment:

1.

Photographs (see attachment 1 for suggested format) 2.

Control room drawings (see attachment 2 for details) 3.

An arrangement for three operators to assist the review team on Wednesday, January 7,1981 to perform control / display arrangement review.

An arrangement for a shift complement of operators to assist us during procedure walk-throughs on Thursday, January 8,1981.

ELEVATIONS:

of all control / display panels identifying panels /

systems /sub-systems / groups /sub-groups and individual components.

These drawings shall include the process computer and other control panels associated with the control room.

The control room is defined to include all back panels.

PLANS:

shall include (a). a Floor Plan to identify all spaces, work stations and equipment.

All panels shall be identified by name and number, (b) a Reflected Ceiling Plan to identify location of lighting systems available to the operator during normal and emergency operating conditions.
