We have renewed the Revised Licensed Operator Qualification and Requalification Training Program submitted by you in response to the March 28, 1980 letter frcxn H. R. Denton. Based on our review, we find that program to be unacceptable for M-1 licensed operations personnel.

Incorporation of the items listed in the enclosure to this letter will be necessary for acceptability.

Since these are periodic quizes and are normally aMnf atered at the conclusion of a short series of lectures, we can not accept the concept of an open book examination testing the licensee's knowledge of a subject. This portion of the requalification program should be changed to reflect this requirement. This change should also be e de on page 6.0 with reference to the amual written ey=ninmHnns.

l 2.2(c) h reference to control anipulations which are not performed at the plant shall be modified to state that all control manipulations shall be performed at the plant or on the simlator. h March 28th letter provides for the use of a sfrulator for control manipulations as a substitute for actual plant operations but does not allow the leeway suggested by the wording in your procedure as now written.

This section est be modified to clarify the requirement for control manipulations.

In addition, the last paragraph of this section states that,

" licensed personnel, whose job assignments are not directly related to unit operations will actively particoate in control room operation a miniman of one shift per quarter. We do not believe this is adequate to n=fnrain the skills and knowledge required to operate the plant in a safe manner.

This secten should be codified to better define " job assigments not directly related to unit operations" and then require a specific neber of siift assigrrnents per conth or per quarter depending on the closeness to the day to day operations of the plant. For instance a Licensed Nuclear Engineer assigned to the facility and working at the plant on a day to day basis, one shift per ucnth my be adequate, but the same anoinaar assigned on a non-routine basis needs core time during a three month period to retain his skills and knowledge to clearly reflect the requirements for these licensed personnel.

Newly licened personnel shall be required to enter the requalification program upon receipt of their license and will be exemt from the annual evaluation examination only when this examination is administered less than three (3) conths after the applicant has received his NRC license.

- Enclosure 2, "Lhit 2 Operator Requalif4r=Hm Progra Status" contains infomation regarding negotiatix.s with Pennsylvania State Lhiversity af=d at establishing training sessions as part of the requalif4raHm progra for thit 2 operators. The operation of the Penn State Research Reactor in lieu of simlator operation for the regna14fication program for the thit 2 operator will not ce acceptable. We do not believe that control u nipulations of a research reactor, except possibly for startups, is a viable substitute for manipulations of a power plant simintor.

You should therefore modify this part of your progr a to assure that the unit two (2) operators perfom the required control manipnlaHms on a simlator so that they mintain all their skills and icxuledge for operation of the plant.
