AME' TMENT TO OPERATING LICENSE NPF-4 N.'RTH ANNA POWER STATION UNIT NO.1 ,

SUPPLEMENT TO PROPOSED TECHNICAL SPECIFICATION CHANGE i

i Pursuant to 10 CFR 50.90,; the Virginia Electric and Power Company requests an

amendment, in the form of changes to the Technical Specifications, to Operating i License NFF-4 for North Anna Power ' Station Unit No. 1. The proposed change is enclosed and supplements our amendment request dated October 15, .1980 (Serial No. 853).

The proposed change is to revise Specification 6.9.1.6 to reflect the require-ment to document all challenges to the Reactor Coolant System Power Operated  !

Relief Valves (PORVs) or Safety Valves on a monthly basis. The change, which

is being made to comply with the NUREG-0660, the TMI Action Plan,'Section II.K.3,

! will provide a documentation methodology for the establishment of an oper-i ational history data base on challenges to relief and safety valves. In addi-I tion, this change will make North Anna Unit 1 Specification 6.9.1.6 identical to the presently approved North Anna Unit 2 Specification 6.9.1.6.

This request has been reviewed and approved by the_ Station Nuclear Safety and Operating Committee and the System Nuclear Safety and Operating ' Committee. It has been determined that this request does not pose an unreviewed safety ques-tion.
