Dear Mr. Abel :
By letter dated May 6,1980, the Commonwealth Edison Company requested guidance from the NRC on the testing methods of wedge-opening-loading specimens from the Zion Surveillance Capsules. The surveillance pro-gram was established in compliance with the requirements of 10 CFR 50, Apoendix G, and included the wedge-opening-loading specimens in anti-cipation of the need for fracture toughness data. These specimens may be required to determine the upper shelf toughness of the core be'tline region welds in both Zion reactor pressure vessels.
By the end of this year or early in 1981, we hope to issue a NUREG report on the results from the generic program on Reactor Vessel Materials Toughness. As you know, this program is being handled as an Unresolved Safety Issue, Task A-11.
We currently anticipate following this work with an effort that will specifically address acceptable methods of testing alternative specimens for fracture tough-The results will be made available to all utilities, possibly by ness.
