The intent of this Information Notice is to alert holders of construction

generic croclen involvino the ralfunctionina of certain solenoid valves manu-j factured by the Valcor Enqineering Corcoration (Valcor). The solenoid valves i

so j nvolved are desionatec as Valcor Valve i'odel tio. V52600-554-1.

Valcor has inforred us tnat tnese valves nave only teen suoplied to the l'cGuire facility; however, since tnese valves were suostituted for solenoid valves cf another ranufacturer that did not reet tne reauirenents of IE Culletin No. 79-01 and its arencments, licensees and noiders of construction permits should take into i

account the problem iaentifiea in this Infornation Notice prior to making any sinilar substitution.

BACr.GRCOND:

By TUX dated June 27, IC30, Valcor sut'nitted a preliminary 10 CFR Part 21 Recort addressina the c.aifunctioning of Valcor solenoid valves at the FcGuire facil i ty.

The malfunctionino valves have been identified as Valcor Valve idodel No. 52600-554-1.

This TUX was subsequently followed by a letter dated July 3,1950, transmitting a more aetailed Part 21 Report entitled," Quality Assurance P.eport", a copy of which is attached hereto as Enclosure No.1.

In brief, the ralfunction appears to be an intermittent type wherein the valve fails to cycle fron OPEN to CLOSE to OPEN immediately after a sustained period of operation in the energind (OPEN) mofe. Although the valves are rated for

" continuous operation", Valcor contends that the valves were not designed to reet the operating conditions reluiri'g the immediate cycling from OPEN to CLOSE to OPEM af ter a sustained period of continuous energi:'ation.

A major scurce of the problem, therefore, nay be a misunderstanding of the term

" continuous operation". By letter dated July 14, 1980 to Duke Power Company, Valcor transnitted its recommendaticns in this matter entitled, " Outline -

Suqgested "odification Procedures", a copy of which is attached hereto as Enclosure No. 2.
