The intent of this Inferration Notice is to alert holders of construction pernits and operatina licenses for nuclear oower plants of a potentially generic orcblen involvino the nalfunctionino of certain solenoid valves manu-l factured by the Valcor Engineering Corocration (Valcor). The solenoid valves so jnvolved are designated as Vaicor Valve !'odel ?!o. V52600-554-1. Valcor has informed us that these valves have only been supplied to the t'cGuire facility; however, since these valves were substituted for solenoid valves of another l

manufacturer tnat did not meet the requirenents of IE Eulletin flo. 79-01 and its amendments, licensees and holders of construction permits should take into account the problem identified in this Infornation Notice prior to making any similar substitution.

BACKGRCuilD:

By THX dated June 27, 1990, Valcor submitted a preliminary 10 CFR Part 21 Report addressing the calfunctioning of Valcor solenoid valves at the PcGuire i

facil i tv.

The malfunctionina valves have been identified as Valcor Valve

!sodel ifo. 526CO-554-1. This TUX was subsequently followed by a letter dated l

July 3,1930, transaitting a more detailed Part 21 Report entitled," Quality j

Assurance Report", a copy of which is attached hereto as Enclosure flo.1.

In brief, tne nalfunction appears to be an internittent type wherein the valve fails to cycle frca OPEN to CLOSE to 0PErl immediately af ter a sustained period of oneration in the energized (OPEi!) node. Although the valves are rated for

" continuous operation", Valcor contends that the valves were not designed to meet the operating conditions requiring the immediate cycling from OPEN to CLOSE to GPEi! af ter a sustained period of continuous energization. A major source of the problem, therefore, may be a misunderstanding of the term

" continuous operation".

By letter dated July 14, 1980 to Duke Power Company, Valcor transmitted its recomendations in this matter entitled, " Outline -

Suggested l'odification Procedures", a copy of which is attached hereto as Enclosure "o. 2.
