In response to your letters dated June 12, September 29, 1978, September 14, 1979, March 19 and May 30, 1980, the Commission has issued the enclosed Supplement No. 5 to the Three Mile Island Nuclear Station, Unit No.1, Fire Protection Safety Evaluation (FPSE) dated September 19, 1978. This supple-ment provides our evaluation of your submittals on items:

3.1.3 Automatic Water Spray 3.1.4 Automatic Water Sprinklers 3.1.9 Fire Barrier Penetrations 3.2.2 Cable Separation 3.2.3 Effects of Water Spray (Protection for Redundant ES Valves Only) 3.2.4 Adequacy of Detection System Design 3.2.9 Transient Corbustible Study 3.2.12 Emergency Lighting 3.2.15 Engineered Safeguards Cabinet With respect to Items 3.1.3, 3.1.9, 3.c.4, 3.2.12 and 3.2.15, we have con-cluded that no modifications are required other than those which you have committed to; thus these items are resolved from the standpoint of meeting the requirements set forth in Amendment No. 44 issued September 19, 1978.

We have reviewed all the information you have provided to date regarding your Fire Protectien Program. Several cf tne open items indicated in this supple-ment remains unresolved. Enclosure 1 presents our position on modifications that would have to be made at your facility to resolve these open items, in a manner that would meet the requirements of 10 CFR 50.48 and Appendix R.

For your information, Enclosure 2 is a review of the status of your Fire Protec-1 tion Program.

Item 3.1.21 (Alternate Shutdown Capability), for which you transmitted infor-mation by letter dated May 30, 1980, is under review by the staff.
