SUBJECT:
SAFETY IMPLICATIONS OF CONTROL SYSTEMS AND PLANT DYNAMICS The attached communications to Comissioner Ahearne, regarding the above subject, have come to my attention and I have briefly reviewed their contents. The subject as presented appears to relate to the effort tnat your task force is involved in and you nay want to address it.
Although it appears that control system dynamics may not have played a significant role in the course of the accident at TMI-2, control com-ponent malfunctions, namely the PORV, pressurizer heaters, and steam generator level control - all control system functions - have to a certain degree affected the outcome.
Our input to the report will identify some specific control system failures.
