' Appendix A NOTICE OF VIOLATION The Cleveland Electric Illuminating Docket No. 50-440 Company Docket No. 50-441 Based on the inspection conducted on August 19-21, 1980, it appears that certain of your activities were not in accordance with commitments, codes, standards, guides or acceptable practices, as noted below.
Based on correspondence from the licensee to the Commission 1I, the licensee committed to conducting noise surveys semiannually after the first year of construction.
Contrary to the above commitment, the licensee failed to conduct noise surveys semiannually in the fall of 1979 and spring of 1980.
