Dear.Dr. Wagner:
It is my pleasure to provide you with this letter of appointment to the Advisory Panel for the Decontamination of the Three Mile Island, Unit 2.
Your agreement to serve is appreciated.
The Comission has established this panel of twelve members, under the Chairmanship of Mr. John E. Minnich, Chairman, Dauphin County Comission, to ensure a broad representation of views on major cleanup activities at TMI-2. The list of members is attached for your information.
The role of the TMI-2 Advisory Panel is to consult with, and provide advice to, the Nuclear Regulatory Comission on major activities required to acco:plish expeditious and safe cleanup of the TMI-2 facility.
Decisions on necessary cleanup actions will remain with the Comission and its staff.
The ',RC Advisory Comittee on Reactor Safeguards (ACRS) will provide tech-nicai assistance, as necessary, relating to the decontamination of TMI-2 upon reasonable requests of the panel.
Such requests should be directed to Mr. Raymond Fraley, Executive Director, ACRS.
The primary NRC staff contact with the Panel will be Dr. William D. Travers of the TMI Program Office.
He may be reached at (301) 492-7811. The pro-visions of the Federal Advisory Comittee Act (80 Stat. 770) will apply, and Dr. Travers, (or his designee) will serve as the designated government official.
q The Comission intends to call for meetings with the panel at least twice each year.
Additional meetings may be called if two-thirds of the panel members agree and the Comission and the public are notified. The NRC TMI Program Office Staff will be available to brief the panel on the recently issued draft Programmatic Environmental Impact Statement for TMI-2 Decon-tamination (PEIS).
A copy of the draft PEIS and another document which answers questions relating to the cleanup are attached for your information.

Panel members will serve without pay.
However, while away from their homes or regular places of business in the performance of tervices for the panel, members of the panel shall be allowed travel exper.ses, including per diem in lieu of subsistence, in the same manner as persons emp1nyed intermit-tently in Government service are allowed expenses under Section 5703 of Title 5 of the United States Code.
Again, I want to thank you for your willingness to participate in this most important service to the NRC.
