Dear Mr. Seidle:
On August 1, 1980, Mr. Earl Creel notified Mr. William Hubacek of your office that Gulfalloy had advised KG&E of a Part 21 report concerning fittings manufactured by one of their suppliers, Capital Manufacturing Company.
The Part 21 was submitted after another utility found a forging seam in one of their 2-inch 900 elbows.
The seam was observed while per-for:r.ing an examination not required by the ASME Code material specification.
Gulfalloy informed KG&E that 116 2" fittings had been shipped to Wolf Creek which were manufactured from the same heat of carbon steel material.
Thus far, we have located and dye penetrant tested 114 of these elbows, and have found three of them which contain a shallow forging seam as described in the Part 21 report.
Bechtel, the Lead Architect / Engineer, has evaluated this condition and has concluded, along with Capital Manufacturing, that the presence of this condition is not detrimental to the fitting material.
As a result of this evaluation, KG&E regards this condition as not being reportable under the 10CFR50.55(e) Regulation.
