Omaha public Power District received the Commission's letter dated September 17, 1980, requesting clarification of the District's letter dated May 2,1980, regarding quality assurance requirements for diesel generator fuel oil. The Commission requested that the District include the program for diesel fuel oil quality control in our Quality Assurance Program and add it to the Q-List. The Commission also requested a dis-cussion of how we assure fuel quality before adding it to the storage tanks. The discussion on our program is detailed below.

The District will incorporate the requirements of U.S.N.R.C. Regulatory Guide 1.137, concerning tests performed prior to adding new fuel to the supply tanks, into our Administrative Procedures. This will be accom-plished once the testing equipment is received on site. The expected delivery date for the new equipment is December 31, 1980, at the earliest.

The tests to be performed on site prior to adding new fuel include:

a.

Spacific or API Gravity b.

Water and Sediment c.

Viscosity Samples of the fuel oil will also be sent to the District's laboratory facility for an analysis of the other properties of the fuel oil listed in the applicable specifications.

The Quality Assurance Program will be revised to include the diesel generator fuel oil. Additionally, the diesel fuel oil has been added to the District's Q-List. These measures should adequately assure the quality of the Fort Calhoun Station diesel fuel oil.
