In our Response to items of Non-compliance, dated July 28, i980, a report on the

" Adequacy of Category I Structural Backfill for the South Texas Project Electric Generating Station" was submitted as Exhibit 9 This recort, which was prepared by an independent excert committee, provides information and status concerning this matter.

This letter constitutes our second interim report.
