Dear Mr. Denton:

Reference (a) requested Commonwealth Edison to reveiw Zion's Technical Specifications and procedures and to make whatever revisions are necessary to assure tnat exposure of fuel assemolies and control rods cannot occur during transfer while the plant is in Mode 6 (Refueling).

The purpose of this letter is to document completion of the requested review.

a We have concluded that plant design features in combination with administrative controls provide adequate protection.

No Technical Specifications changes are necessary.

This conclusion is cased upon the following information:

1.

Electrical and mechanical interlocks exist on the manipulator crane and spent fuel handling tools whicn limit the height to unich a fuel assemoly can be witndrawn.

Verification of i

l interlock operaoility is performed prior to equipment use.

In no case can the top of irradiated fuel be lifted nigher than elevation 606 feet 4 inches.

2.

Administrative controls require water levels in the reactor cavity and in the spent fuel pit to be maintained at elevation 615 feet 24 inches during all fuel moves.

Additionally, surveillance is performed once a snift to verify that the level is maintained.

Mr. Harold R. Denton, Director October 31, 1980 Page 2 experience demonstrates that adequate personnel shielding is provided with an irradiated fuel assembly withdrawn to the interlock limit with the water level maintained at 615 feet.
