Gentlemen:

'Ihis refers to the special inspection conducted by Mr. F. Reimann and others

of this office on September 5-17, 1980, of activities at Drasden Nuclear

Power Station authorized by NRC Operatine Licenses No. DPR-2, No. DPR-19,

and No. DPR-25 and to the discussion of our findings with you and others of

your staff at the conclusion of the insps. tion. This also refers to the

telephone discussions between Messrs. J. bitel and J. Golden of your staff and

Messrs. B. Davis and C. Paperiello of this office on October 16 and 17, 1980.

This inspection related to the allegations made to a Chicago, Illinois news-

,

paper that 300,000 to 400,000 gallons of water contaminated with low levels

of radioisotopes had been released from the Dresden Station to the environment

over a 1-2 month period prior to September 5, 1980.

The enclosed copy of our

inspection report identifies areas examined during the inspection which con-

sisted of a selective examination of procedures and representative records,

observations, independent measurements and interviews with personnel.

No items of noncompliance with NRC requirements were identified during the

course of this inspection.

In addition to the commitments contained in the enclosed inspection report,

your staff has agreed to perform well water sampling and analysis at various

locations around Dresden Station. The specific agreements will be covered

in separate correspondence from this office.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and the enclosed

inspection report will be placed in the NRC's Public Document Room, except

as follows.
