Background
Lucius Pitkin, Inc. (LPI), is an independent consulting testing and research laboratory currently licensed to possess 500 grams of U-235 for performing specialized chemical and physical analysis of nuclear fuels. The analysis includes the determination of uranium isotopic content and additive elements in nuclear fuels.
By letter dated September 5,1980, LPI requested a change in possession limit of U-235 from 500 grams to less than 350 grams.
Discussion In accordance with 10 CFR Part 150, this licensing action would make LPI's license subject to the jurisdiction of the State of New York.
After reviewing LPI's docket, I informed NRC's State Agreements Program of this change on this date.
LPI's license has remained in effect on a timely renewal pursuant to 10 CFR, Part 70, subsection 70.33(b) since 1975.
This licensing action extends the license's expiration date to September 30, 1981, to cover the period of the transfer of the license to the State of New York.
In addition, three license conditions which are general requirements to all licenses, are added.
They are:

After each operation of using un-encapsulated nuclear material, the working area shall be surveyed by the appropriate radiation survey meter.
If the measured level exceeds the level specified in the following table, decontamination action shall be started imediately:

The radiation survey instrument shall be calibrated every six months and after each repair.

The release of facilities or equipment for unrestricted use shall be in accordance with the attached Annex C " Guidelines for Decontamination of Facilities and Equipment Prior to Release for Unrestricted Use or Termination of License for Byproduct, Source or Special Nuclear Material," dated November 1976.
The license amendment and the added license conditions were discussed with the licensee aid were accepted by the licensee.
Conclusion Based on the discussion above, I recommend that the amendment, as conditioned, be approved.
