OF MEETING HELD JULY 23 & 24, 1980, REGARDING REVIEW OF~ ELECTRICAL, INSTRUMENTATION AND CONTROL DRAWINGS
Background
In ordtr for the Instrumentation and Control Systems.and Power Systems Branches to complete their review, drawing review meetings are held with the applicant to determine the conformance with separation, redundancy and single failure cri teria. Drawing review meetings were held in Bethesda, Maryland, with Tennessee Valley Authority.
A listing of the meeting attendees is enclosed, Enclosure 1 and 2.
Summary i
Drawing review meetings were held on July 23 and 24,1980, with Tennessee l
Valley Authority for an assessment of compliance of the design of the Bellefonte
. Nuclear Plant in the areas of instrument and control and electric 51 systems.
The guideline of acceptance are the criteria of the Standard Review Plan utilizing electrical schematics drawings, piping and instrumentation drawings and logic drawings. - The review concentrated on having the applicant i
demonstrate _ compliance to IEEE-279 and Regulatory Guide 1.75 requirements l
including independence, redundancy, testability, separation and single failure l
cri terion.
It was indicated to the applicant that these drawing review meetings were only the initial phase of the review and that the next and final review l
would be held at the site. At the conclusion of the meeting, we informed the applicant that as a result of the meetings the next drawing review will cover the following topics:

The protection system and its testing and bypassing logic.
l 2.
Containment. isolation.
3.
Solid state control system including feed only good generator logic.

Valve position indicators.
5.
Bypass logic and removal of bypass.

Engineered safety feature actuation system / radiation monitoring system interface.

Auxiliary feedwater initiation.

High-pressure injection / low-pressure injection initiation.

- 13. Auto / manual controls
- 14. Essential controls and instrumentation failure mode effects analysis.
- 15. Borated water storage tank / reactor building sump switchover.
- 16. Control rod drive control. system-trip portion.
- 17. Explain the closing or tripping of breakers during normal operation, under loss-of-coolant accident conditions, or while the diesel-generator is under test with offsite power.
- 18. For the loss of offsite power, explain where you derive your signal to 4
initiate the diesel-generator starting circuit.
- 19. Demonstrate physical separation of electrical circuits for Class IE systems.
