Dear Mr. Burstein:

This refers to your letter of September 15, 1980, in which you responded to our letter addressed to all licensees of Westinghouse-designeo reactors l

dated August 15, 1980.

Our letter pointed out'an error in Westinghouse Standard Technical l

Specifications regarding the depth of water in the refueling cavity to l

maintain adequate shielding for spent fuel while refueling, and requested you to review your Technical Specifications and procedures to ar",1re that exposure of fuel assemblies cannot occur during handling.

The Poin,t Beach Nuclear Plant design provide's for a minimum of ten l

feet of water over a fully withdrawn fuel assembly. A low water level alarm is provided for the spent fuel pool which would detect an abnormal reactor cavity level while refueling.

In addition, the manipulator crane bridge has a radiation monitor and alarm to alert personnel to l

abnormal radiation levels.

t Based on the foregoing, and that fact that your Technical Specifications l

do not have the error pointed out in our letter, we conclude that the l

Point Beach design provides reasonable assurance that adequate water shielding will ' e maintained during irradiated fuel handling operations.

Your response acceptably resolves the concerns of our August 15, 1980 l

letter.
