BRUNSWICK STEAM ELECTRIC PLANT, UNIT NO. 2 DOCKET No. 50-325 LICENSE NO. DPR-62 CONTAINMENT PURGING

Dear Mr. Ippolito:

In our letters of April 1 and May 19, 1980, we described our modification for containment purging at the Brunswick Steam Electric Plant (BSEP) Unit Nos. I and 2.

This modification was completed on Unit No. I during the refueling and maintenance outage this year, in accordance with our commitment to complete this modification by December 31, 1980.

This modification is now scheduled to be completed on Unit No. 2 during a snubber inspection outage of about four days duration to begin in early February, 1981, which represents a delay of approximately one month beyond our original i

commitment.

Our decision to defer this modification on Unit No. 2 was necessitated by the need to return Unit No. 2 to service as soon as possible following extended outages this year.

Severe system demands which exceeded system capacity during the BSEP Plant outages necessitated the purchase of power from outside sources and also depleted our coal stocks at our fossil plants. With the H. B. Robinson Unit No. 2 refueling outage required this fall, and the need to replenish coal stocks in anticipation of our winter peak system demand and a potential coal miner's strike, it became necessary to reschedule the next outage for BSEP Unit No. 2 to early February, 1981.

The deferral of this modification on Unit No. 2 until the February, 1981 outage was made prior to Mr. Eisenhut's letter of September 5, and subsequent NRC Regional meetings.

The clarification to Item II.E 4.2 in the attachment to Mr. Eisenhut's letter; however, would have required sealing the purge valves shut on BSEP Unit No. 2 after January 1, 198. and until this modification was complete. Our proposal, therefore, to complete this work during the February, 1981 maintenance outage represents a deferral of one month from the implementation date contained in the attachment A

to Mr. Eisenhut's September 5 letter.
