-2 September 21, 1978 Licensee comments on the draft SEP schedule book were received. Major comments, which will be corrected during the course of future book revisions, are:

l.

difficult to determine when licensee input is required or when licensee will be expected to review documents 3.

schedules for topic reviews should be plant-specific, not generic

many minor changes to the schedule book will be incorporated as a result of licensee comments.

The NRC response to the SEP Owners Group suggestions for documentaticn procedures was given to the licensees, as was the staff documentation of seven topics considered essentially complete by the staff. The staff requested that the licensees review these documents and provide any comments to the Project Manager.

The staff also requested that each licensee review the information regarding leak detection systems to assure the information describing each facility was current and correct. Some licensees were also re-F quested to review information regarding seismic and quality group classifications and were asked to provide additional information in certain areas.

Each topic discipline manager (reactor systems, electrical /instrumenta-tion and control, mechanical / materials, seismic, structural. plant systems, and site hazards and radiological) presented the schedule fe" review and outlined the effort which would be required from the licensees. Two areas of concern were uniformly noted by each licensee.

Both topics (sei:mic review and pipe break inside containment) may i;

require substantial effort from licensees. Because of the need for L

cooperation in the performance of these reviews and the need for joint discussion of review guidelines and Cata, and because of the probable availability of additional informat' an not presently docketed, the staff suggested that individual 'icensee meetings be scheduled in the near future to discuss the two topics in detail.

Each licensee presented to the staff a list of topics which were either not applicable to the particular facility or which, in the licensee's opinion, could be resolved quickly and with minimal effort on the part

=1 of the staff and the licensee. This discussion also covered any ongoing

licensing actions which could possibly have an impact on the SEP review and schedule.

The staff requested that licensees be aware that, although credit may eventually be allowed for non-safety-related systems in lieu of

~

safety-related systems or to improve safety margins such sredit could not be unilaterally assumed by the licensee without prior NRC review and approval.

The staff concluded by stressing that licensee input is both valued and necessary.
