This refers to the inspection conducted by Mr. M. C. Schumacher of

this offica on June 10-11, 16-17, 19-20, 30 July 1 and 14, 1975,

of activitics authorized by URC Operating License Nos. DPR-2,

No. DPR-19, and No. DPR-25 and to the discussion of our findings

with Mr. Stephenson and cenbers of his staff at the conclusion of

the inspection.

A copy of our report of this inspection is enclosed and identifies the

arens nnnined during the inspection. Within these arcas, the inspection

consisted of a selective e m ination of procedures and representative

records, inte:: views trith plant personnel, and obcorvations by the

inspector.

During this inspection, it was found that certain of your activities

appear to ha in ncncot:pliance with URC requirements. The ite=s and

reference to the pertinent rcquirenonts are listed under Ihforce=ent

Itecs in the Suc=iary uf Findings Section of the enclosed inspection

report. Prior to the conclusion of the inspection, tha inspector

determined that corrective action had been talma with respect to

Enforcement Itca B and that neasures had been taken to assure that

a chitar, futuro noncomplicnce will be avoided. Consequently, no

reply to this iten is required, and we have no further questions

regarding-this catter at this time.

This notico is sent to you pursuant to the provisions of Section 2.201

of the UPC's " Rules of Practice," Part 2, Titio 10, Code of Federal

Regulations. Section 2.201 requires you to submit to this office within

be taken to avoid further items of noncompliance; and (3) the dete when

full compliance will be achieved. Such a statement.or explanation

should be provided for items A.1 and A.2.

Based on discussions with your management p ~sonnel at the site,

we understand that you plan to:

1.

Install a well by nid August to monitor water table level and

radioactivity concentration near the Unit I rndwasta vault.

2.

Remove water and solids from the Unit I radwaste vault ' floor

within the next three months and visually inspect for crachs.

,

3.

Innta11 instrumentation and equipment to pernic operation

without tank overflows to the Unit i radwaste vault floor uithin

a year.

4.

Monitor for ground vater scepage into the Unit I radwaste vault.

5.

Evaluate the cztent of surface contaninntion east of the raduaste

bn41 Aing and take appropriate corrective action.

6.

Naka a procedure change to improve survef11nnce and reporting of

Unit 1 chimney flow anomalies.

7.

Make procedure changes to ensure coordination between instrument

maintenance and radiation chc=1stry personnel with regard to

monitor set point changes.

8.

Complete insenllation of new liquid monitors as soon as prac-

ticable.

We will crnmine these matters during subsequent inspections.

This inspection also included a review of your actions with respect

to co=mitncnts discussed in our letters of April 23, July 15, and

September 3, 1974. Except for the item related to approval of res-

piratory protective equipment, on which action is continuing, we have

no further questions regarding these matters.
