Mr. D. Robert Bower Treasurer Gentlemen:
Commonwealth Edison, by letter dated April 14, 1965, has requested authori-zation to modify fuel element PF-10 by removing one of the central fuel rods and to subsequently operate the fuel element in the Dresden reactor with the fuel rod removed.
This change, iesignated Proposed Change No. 11, has been considered pursuant to the provisions of Section 50.59, 10 CFR 50.
On the basis of the infor-mation submitted in support thereof, we have concluded that Change No. 11 does not present significant hazards considerations not described or implicit in the hazards su=rnary report and that there is reasonable assurance that the i
health and safety of the public will not be endangered. A related safety evaluation is attached.
In view of the foregoing, the Technical Specifications to License No. DPR-2 I
are hereby amended as set forth below.
i A paragraph is added to Section B.2 as follows:
"It shall be permissible to remove one of the fuel rods from fuel assembly PF-10 for the purpose of isotopic and metallographic examination. The assembly may then be operated with the remaining 63 fuel rods."
